FPS: can’t change ?

There is a field to set the frames per second.
Mine is on 30 FPS. But I would like to change to 24fps.
Unfortunately, when ever I overwrite the 30fps with 24, it doesn’t work.
It always sticks to the 30 fps.
So what I am doing wrong ?
