Removing a Lens flare ?

I never had the oppitunity to remove a lens flare/glare from a shot.
My first knee-jerk reaction is to paint it out but there is a lot of paralex in the flare. For example, the flare is on a mans shirt which moves across the shirt onto the background curtain, then off screen.
Would this be treated as a "Scratch"??
